Forest Minister Peter Hauk MdL: "With our call for ideas, we want to further promote municipal timber construction in the state and further consolidate our nationwide position as the No. 1 timber construction state".
A total of around 6.5 million euros in funding from the Baden-Württemberg timber construction campaign is available for the call for ideas for municipal timber construction concepts.
The online application deadline is February 12, 2020.
"In view of the global climate development, there is no way around the increased use of wood as a renewable and climate-friendly building and insulation material. Only buildings with a high proportion of wood can store larger amounts of carbon over centuries. With our call for ideas, we want to further promote municipal timber construction in the state and further consolidate our nationwide position as the No. 1 timber construction state," said the Minister for Rural Areas and Consumer Protection, Peter Hauk MdL, in Stuttgart on Friday (13 November). The aim is to establish Baden-Württemberg as a model of climate-conscious building culture. As far as possible, the state's building projects would be implemented in timber and timber hybrid construction. Now the state is also supporting the municipalities in their development towards climate-friendly construction with wood.
"The call for ideas focuses primarily on municipal concepts and approaches in urban development that lead to the implementation of timber construction projects. We are looking for new innovative approaches, for example in our own properties, neighbourhood development or the creation of entire settlements", explained Minister Hauk. This requires committed and innovative municipalities that lead the way as trendsetters. The ideas competition is intended to provide incentives for this. "Those who build with the renewable raw material wood protect the climate and strengthen regional economic cycles. The timber and mixed timber construction methods are ideal, for example, for adding on to existing buildings, closing gaps between buildings or renovating existing buildings", explained the Minister. Numerous projects are already proving that high-quality and sustainable further development of urban and rural areas with wood is economical and brings added value for the population.
The state is therefore promoting greater climate awareness in the construction industry with the Baden-Württemberg timber construction offensive. Wood is the only relevant building material that has a favourable CO2-balance and achieves an immediate storage effect. Thanks to innovative processing with low energy consumption, wood is used in a wide variety of forms and can contribute to a sustainable building culture with architectural accents.
Municipalities are invited to submit approaches to planning and building with wood in building construction. These can be initial ideas that must be assigned to one of the following four categories:
1. development and conception of the construction and renovation of own properties,
2. instruments and approaches of urban planning / development,
3. information, advice and education of those willing to build by the municipalities (communication)
4. other/special route.
The submission of ideas for the planning of individual objects, as well as neighbourhood and settlement approaches, consulting and qualification offers (internal and external), communication strategies and public relations, but also other formats in the municipal planning context are conceivable.
The call is designed to be low-threshold in order to address many municipalities. In a two-stage application process, a rough concept is first submitted online in the form of a short idea sketch. After an evaluation by a group of experts, selected municipalities have the chance to deepen the project idea and prepare it for implementation. Financial support of up to 20,000 euros each is available for this (1st stage). After a positive evaluation, there is the possibility of receiving further funding of up to 400,000 euros in the second stage for the implementation of their project idea (2nd stage).

22 municipalities across Germany will develop and implement a climate protection master plan with funding from the Federal Environment Ministry. The so-called master plan municipalities unite the goal of reducing their greenhouse gas emissions by 95 percent by 2050 and halving their final energy consumption compared to 1990. In Schleswig-Holstein, the region of Flensburg and the state capital Kiel are among the funded regions.
Federal Environment Minister Barbara Hendricks: "The pioneer municipalities are strong partners for us in the fight against climate change. They prove that long-term development towards 100 percent climate protection is feasible. To achieve this, the municipalities must involve their citizens and local businesses and pull together with them."
Commenting on the projects in Schleswig-Holstein, Hendricks said: "For us, the Flensburg region is the prototype for the transformation of a rural region. Its proximity to the city of Flensburg, which is also a Masterplan municipality, can show important examples of ambitious climate protection in an urban-rural relationship.
The Masterplan municipality of Kiel will play an important role in municipal climate protection, as it can lead the way ambitiously, especially in climate protection in ferry and cruise ship traffic. Its activities and goals so far suggest that we can expect a lot from Kiel."
The 22 new master plan municipalities will be supported and intensively monitored over a period of four years with funding totalling 12 million euros as part of the National Climate Protection Initiative of the Federal Environment Ministry. With their ambitious climate protection goals, they have a great impact as beacons of municipal climate protection.
In their first year of the project, the Masterplan municipalities will create a Masterplan that will show them the way to decarbonise the local economy and society by 2050 and set out measures for short-, medium- and long-term implementation. With their funding application, the Masterplan municipalities have submitted a resolution from their highest body that affirms the Masterplan goals.
At the heart of the project are the master plan managers, who ensure that structures are created both within and outside the administration during the project period that establish climate protection in the municipality.
The 22 new Masterplan municipalities are: Region Flensburg/Amt Eggebek, State Capital Kiel, University and Hanseatic City of Greifswald, Administrative Districts Hameln-Pyrmont with Schaumburg and Holzminden, Flecken Steyerberg, City of Emden, Administrative District Lüchow-Dannenberg, Zweckverband Großraum Braunschweig, State Capital Potsdam, State Capital Magdeburg, District of Lippe, City of Rietberg, City of Beckum, City of Münster, District of Gießen, Municipality of Sprendlingen-Gensingen, State Capital Mainz, District of Cochem-Zell, City of Kaiserslautern, Municipality of Birkenfeld, State Capital Stuttgart and District of Oberallgäu.

The Federal Cabinet today adopted the so-called Easter Package at the proposal of Vice Chancellor and Federal Minister for Economic Affairs and Climate Protection Robert Habeck. This is the largest amendment to energy policy legislation in decades. The Easter Package comprehensively amends various energy laws in order to accelerate and consistently drive forward the expansion of renewable energies.
Robert Habeck on this: "The Easter package is the accelerator for the expansion of renewable energies. We will almost double the share of renewable energies in gross electricity consumption within less than a decade. We are tripling the speed of renewable expansion - on water, on land and on the roof. In the future, renewable energies will be in the public interest and serve public security. This is crucial to increase the pace. Overall, with the Easter Package we are creating the conditions for Germany's energy security and energy sovereignty. At the same time, it lays the foundations for Germany to become climate neutral."
Habeck further explained: "The Easter Package is part of our agenda and has been worked on under high pressure over the past months. It has now taken on a double urgency in view of Russia's war of aggression on Ukraine, which is contrary to international law. On the one hand, the climate crisis is coming to a head. On the other hand, Russia's invasion shows how important it is to get out of fossil fuels and to consistently push ahead with the expansion of renewables. We are doing this courageously and consistently.
The Easter package adopted today by the Federal Cabinet will now be forwarded to the German Bundestag and will enter the parliamentary legislative process in a next step. It is an article law, which comprises the following individual laws on more than 500 pages:
