Six model districts as local drivers for the energy transition

With the funding announcement "Solar building / energy-efficient city"Together with the BMWi, the BMBF is providing up to 100 million euros over the next five years for research, development and Innovation in the field of sustainable urban development.
In the first round of calls for proposals, more than 60 consortia from city administrations, research institutes and companies applied for funding. Of these, the following six were selected:
In Kaiserslautern show nine partners on the former Pfaff factory premises AGThe project shows how the energy turnaround can be successfully implemented in the neighbourhood with a high proportion of locally generated renewable energy and buildings that are to be renovated, listed and new.
In Heather (Holstein) develop in the consortium "Quarree 100" twenty partners to find solutions for the deregulation of renewable energy and to use it sensibly locally - for example, the waste heat from electrolysis plants for the heat supply of existing buildings.
In Oldenburg wants the project "ENaQ - Energetic Neighbourhood". In addition to electricity, heat and electromobility, it is above all the actors and users who must be networked with each other.
In Zwickau is realized by a consortium of 13 partners in the project "ZED" an Zero Emissions Quarterwhich is intended to show how apartments can be supplied in a future-proof and affordable manner on the basis of electrical-thermal composite systems.
In Esslingen the climate-neutral Urban quarter "ES-West P2G2P“ enable the cross-sectoral use of regenerative electricity surpluses through a network of innovative technologies. In the process, the district will be linked to the city's mobility concept via electric buses, for example.
The project "City Quarter 2050 - Solving Challenges Together" will demonstrate in two southern German neighbourhoods how innovative building solutions can contribute to social compatibility in tight housing markets. For example, users of the buildings are involved in energy management through an interactive "neighbourhood app".
The projects are intended to show how energy consumption in urban quarters can be reduced, the intelligent network of electricity, heat and mobility and that renewable energies can be sensibly integrated into the energy supply.

A district without cars, in a major German city? In Cologne-Nippes, about 1300 people live in a car-free neighbourhood. The residents of the French Quarter in Tübingen have been gathering experience in a neighbourhood without cars for around 20 years. Does the concept work?

Stadtwerke Ludwigsburg-Kornwestheim is building one of the largest solar thermal plants in Germany with a collector area of over 10,000 m². The way is clear for another forward-looking project in Ludwigsburg: Stadtwerke Ludwigsburg-Kornwestheim GmbH (SWLB) has won the funding call for municipal climate protection model projects as part of the national climate protection initiative of the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety in Berlin.
Their funding application for the SolarHeatGrid model project for the 'construction and connection of one of the largest solar thermal plants in Germany to an optimised heating network', in which the City of Ludwigsburg is involved as a cooperation partner, was approved. The official handover of the Municipal Climate Protection Model Project grant to Bodo Skaletz, Managing Director of SWLB, took place on 12 May 2017 by Rita Schwarzelühr-Sutter, Parliamentary State Secretary of the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety, in the presence of the Lord Mayor of the City of Ludwigsburg and Chairman of the Supervisory Board of SWLB, Werner Spec, and the Lord Mayor of the City of Kornwestheim and Deputy Chairman of the Supervisory Board of Stadtwerke.
"In terms of the amount of funding, our solar thermal project is the front-runner in the ranking of the seven projects that were also approved. The federal government is contributing 10.4 million euros to the realisation of Ludwigsburg's large-scale project, which should inspire imitation throughout Germany," says a delighted Bodo Skaletz, Managing Director of SWLB.
"This renewal of the district heating network with solar heat is particularly forward-looking with regard to the feasibility of municipal heat supply with renewable energies. Swapping fossil for renewable - it works. I congratulate Ludwigsburg on this major high-tech piece of the puzzle, also in terms of CO2 savings and improved energy efficiency," confirms Parliamentary State Secretary Rita Schwarzelühr-Sutter.
"The 'SolarHeatGrid' is an important building block in the implementation of our overall energy concept for Ludwigsburg," explains Mayor Werner Spec. "We are thus significantly expanding our heat supply on a renewable basis and linking it across municipal boundaries. This is entirely in the spirit of sustainable settlement development: as cities, we must continue to commit ourselves locally with all our strength to environmental and climate protection."
The official start of this lighthouse project is 1 June 2017. The model project is scheduled to take a total of three years. As part of the project, the existing Ludwigsburg district heating network, which already provides heat for large parts of the city using mainly renewable raw materials, will be merged with the Rotbäumlesfeld, Technische Dienste Ludwigsburg (Gänsfußallee 21) and Kornwestheim-Nord networks, which are currently still supplied with fossil fuels. The construction of the solar thermal plant in connection with a large heat storage tank, which is to be built at the location of the CHP plant, will additionally feed high-quality, regeneratively generated heat into the expanded interconnected grid. This will further increase the amount of heat from renewable energies. With the help of the heat storage facility, the energy generated will also be available when there is little or no solar radiation.
The base load heat of the fossil-fuelled heating centres of the individual grids can thus be replaced by the largely regeneratively generated heat of the expanded interconnected grid. Approximately five kilometres of new district heating pipes will be laid over the next three years to connect the solar thermal system and the interconnected grid. In addition to the CO2 savings that will be achieved through the growing share of renewable energies in the expanded district heating network, the declared goal of the large-scale project is to increase energy efficiency. "In order to ensure that energy is used as efficiently as possible, it is not only the heat generation and distribution by SWLB that is decisive, but also the consumer side," Skaletz explains and adds: "As part of the network interconnection, measures are therefore to be implemented to reduce the so-called return temperatures, on which the performance of our district heating network depends to a large extent."
SWLB submitted the funding application in November 2016. The project aims to increase the share of renewable energies in the district heating network and to actively promote local climate protection and the energy transition at the local level by reducing CO2 emissions. 5th Symposium on Citizen Energy & Energy Cooperatives in NRW

Recklinghausen. Energy in the hands of citizens: This was the topic of the specialist conference on citizen energy & energy cooperatives in North Rhine-Westphalia on Thursday, 6 December, in Recklinghausen. Around 80 stakeholders in community energy met there to exchange experiences and transfer knowledge. The 5th symposium is a cooperation of the Cooperative Association - Association of Regions and the EnergyAgency.NRW.
Marlies Diephaus from the Ministry for Economic Affairs, Innovation, Digitalisation and Energy of the State of North Rhine-Westphalia kicked off the conference by emphasising the importance of citizen energy companies: "The energy transition is a major challenge that must be shaped in a positive and forward-looking way here in North Rhine-Westphalia. To this end, a reliable framework must be created in which all stakeholders and affected parties can find their place. Last but not least, the financial participation of citizens in various forms also plays a central role. It can contribute to the acceptance of this project of the century.
In the Raiffeisen Year 2018 - the anniversary year of the cooperative idea - around 20 million people in Germany are members of a cooperative. In the field of citizen energy, too, more and more people are discovering this form of joint economic activity. "The global energy turnaround is only possible at all through local action. Here, citizens, organised in citizen energy societies, are both drivers and advocates. This is where co-determination and regional participation happen locally," explained Dr Frank-Michael Baumann, Managing Director of EnergyAgency.NRW.
Dominik Kitzinger, Division Manager at the Association of Cooperatives - Verband der Regionen e. V., emphasised: "In North Rhine-Westphalia, around 100 energy cooperatives are active as operators of generation capacities - from photovoltaic to wind energy plants - as well as around 150 citizen energy companies of other legal forms. Nationwide, more than 41 percent of investments in renewable energy come from civic engagement. If Germany wants to meet its climate targets, it can only do so with this local commitment."
In addition to projects from the areas of photovoltaics, local heating and wind, the focus was also on the mobility transition. Here, the participants agreed that e-mobility must go hand in hand with the energy transition. Citizen energy companies and cooperatives must therefore be strengthened through cooperation and transformation. Cooperatives that already market car sharing, the operation of charging infrastructures and jointly produced electricity were presented as best-practice examples. There are around 40 energy cooperatives active in these areas throughout NRW.
Despite the growing interest in cooperative management, the number of new energy cooperatives founded has declined in recent years. René Groß from the German Cooperative and Raiffeisen Association blames the changed legal framework conditions for this, but also the complex demands on the mostly voluntarily organised civil societies. In this context, the conference participants also debated the controversial effects of legislation at national and European level, such as through the Energy Collection Act and the new EU Directive as well as the Renewable Energies Directive.
