Project website "PolRess" on the topic of resource policy

PolRess is a project of the Freie Universität Berlin, the Research Centre for Environmental Policy, together with Ecologic Institute and Öko-Institut, which accompanies the process of implementing and updating the German resource efficiency programme ProgRess with scientific studies.

The analyses examine relevant actors and their positions on various fields of action and starting points for resource policy, instruments of resource policy

In particular, the integration of environmentally oriented and ambitious resource policy requirements should be strengthened in the various policy areas and levels, especially at the subnational level.

More [than] living space! StadtBauKultur NRW Conference

More living space!
This is the message of the hour, because we urgently need housing. Especially for people who are unable to participate in social life due to their income, social status or education: e.g. transfer recipients, the homeless and, of course, refugees who enter the housing market as soon as they leave their initial accommodation.

This is the theme of our conference, because these people not only need housing, but living space in which they can find employment, establish social networks and offer their children a dignified and safe environment.

Building offers a wide range of opportunities for the integration of socially disadvantaged people: Building can create the spatial conditions for good coexistence; building can create a sense of community; building can offer employment and enable vocational training.

Germany subsidizes coal, oil and gas with 46 billion euros per year

With 46 billion euros per year, the German government favours the mining and climate-damaging burning of coal, oil and gas in Germany.

This policy makes the energy transition more expensive and passes on a large part of the follow-up costs of fossil energies to society. This is the result of a study by the Forum Ökologisch-Soziale Marktwirtschaft (FÖS) commissioned by the independent environmental organisation Greenpeace. "Every euro squandered on dirty energies is an investment in further climate destruction," says Greenpeace energy expert Tobias Austrup. "There is still not a black zero for fossil subsidies, but a deep red minus in the federal budget." (The study online.)

Already in 2009, at the G20 summit in Pittsburgh, the German government, together with the other governments, committed to ending fossil fuel subsidies, but without setting a date for the phase-out. "By 2020 at the latest, we must finally put an end to fuelling the climate catastrophe with billions in subsidies," Austrup demands. "A clear plan to phase out coal in Germany is needed so that the German government remains credible in foreign policy." In Italy and England, plans to phase out coal have already been adopted.

The lion's share of climate-damaging subsidies favours transport

The main beneficiary of fossil subsidies is transport with 28.5 billion euros. At just under eight billion euros, artificially cheap diesel is the largest single subsidy. The tax exemption for aviation fuel is worth 7.5 billion, the distance allowance a good five billion, the VAT exemption for international flights 4.4 billion and the company car privilege three billion. For a quarter of a century, transport has made no contribution whatsoever to climate protection. In 2016, according to the Federal Environment Agency, greenhouse gas emissions from transport were even one percent higher than in 1990.

"The transport turnaround cannot progress if internal combustion engines are supported with massive subsidies." The share of electric cars in new registrations in Germany was just 0.5 per cent in the first five months of 2017, according to the Federal Motor Transport Authority. Despite the German government's purchase premium, registration figures have barely risen.

Higher CO2 price for heat and transport from January 2021

Bundestag approves amendment to law. Citizens will be relieved from revenues

From 1 January 2021, climate-damaging fossil fuels will be subject to a price of 25 euros per tonne of CO₂ is proven. This means that oil and diesel will become more expensive by 7.9 cents per litre, petrol by 7 cents per litre and natural gas by 0.6 cents per kilowatt hour. Citizens will be relieved of the additional costs, among other things, by a reduction in the price of electricity. The amendment, which had already been passed by the Bundestag on Thursday, also passed the Bundesrat today. The Fuel Emission Trading Act (BEHG) is designed to reduce CO₂-price in the form of national certificate trading for the heating and transport sectors.

Federal Environment Minister Svenja Schulze: "The CO₂-price is coming. It will be crucial for success that there are good and affordable alternatives to heating oil, natural gas, petrol or diesel. That's why we're giving the revenue from the CO₂The price is returned to the citizens in several ways: through a reduction in the price of electricity or through subsidies for new climate-friendly heating systems, for example. The goal is not to collect more money - the goal is to ensure that switching to climate-friendly alternatives is also the right choice for the wallet."

The amendment to the law that has now been passed implements the agreements reached by the Mediation Committee on 18 December 2019 and sets a new price path, which is set at €25 per tonne of CO₂ will start on January 1, 2021. In 2026, the fixed price will move into a price corridor of 55 to 65 euros per tonne of CO₂ about. An evaluation in 2025 will show whether free pricing will be applied in subsequent years. The new system covers all of Germany's fuel emissions insofar as they are not included under the EU-emissions trading (EU–ETS) fall.

In parallel, higher compensation measures for citizens and affected companies will be implemented. The revenues of the national emissions trading system will be used in particular for the relief of the EEG-surcharge, a core component of the electricity price. Households and companies are thus relieved in a targeted manner. The reduction in the electricity price also makes the switch to electricity-based alternatives such as electric cars or heat pumps more financially attractive. In addition, the German government is promoting the climate-friendly alternatives, for example by investing more in PUBLIC TRANSPORTrail network and charging infrastructure, as well as through well-funded subsidy programmes for building renovation and climate-friendly heating.
