Thuringia will continue to promote municipal climate protection in 2020

Thuringia is making six million euros available this year for investments in municipal climate protection. The funding comes from the state's "Climate Invest" program, which has already kick-started more than 15.5 million euros in investments in municipalities since the start of 2018, the Environment Ministry announced in Erfurt on Thursday. 312 funding applications have been approved.
At the same time, Siegesmund encouraged Thuringian municipalities to take part in the nationwide "Climate Active Municipality 2020" competition. The Federal Ministry for the Environment has started a new round in the competition of ideas for climate protection. Cities, counties and municipalities are called upon to submit exemplary ideas. Prize money totalling 25,000 euros awaits the winners.
Constance receives project funding for "Hafner KliEn" from the Federal Government's 7th Energy Research Programme
The city of Constance strives for sustainable urban development. In the area of energy policy decisions and climate protection, this should include consideration of the triad of sufficiency, efficiency and substitution. This also and above all applies to the new Hafner district, which, in addition to 15 hectares of commercial land, also includes around 45 hectares of residential land.
Here, it is the city's declared goal to develop a climate-neutral neighbourhood in the overall balance. Early on in the process, relevant foundations were laid at the planning level and in the processes in order to think about this goal in an integrated way with all relevant subject areas and to develop corresponding concepts.
The research project "Hafner KliEn" aims to develop transferable concepts and practical solutions. The project title "KliEn" is composed of the goal "Hafner, climate-neutral and energy-efficient". For the first time in Germany, the feasibility of achieving these goals is being demonstrated in a neighbourhood of this size. An integral conceptual approach is to be developed that considers the entire life cycle of buildings, infrastructure and operating phase in a total system context. With a detailed project description, the City of Constance - supported by the Steinbeis Innovation Centre from Stuttgart - together with other partners from science and practice applied in January 2020 for funding within the framework of the 7th Energy Research Programme of the German Federal Government. At the end of November, the funding for the entire research network was approved for a total of two million euros. "We are very pleased about the recognition for the most sustainable and largest neighbourhood in Constance. The funding of 2 million enables us to tackle this ambitious goal with numerous partners. We are creating affordable housing for about 6,000 people in ecologically and energetically exemplary construction. The goal of climate neutrality is forward-looking. Especially against the backdrop of urban change, this project is of utmost importance for the housing action programme," says Karl Langensteiner-Schönborn, Mayor of the City of Hamburg, about the commitment.
In addition to the city administration, the following partners are involved in the project: The Steinbeis Innovation Centre, Stadtwerke Konstanz, HTWG and the University of Konstanz. The project partners are also pleased about the funding commitment. Dr. Norbert Reuter, Managing Director of Stadtwerke Konstanz, is one of them: "The funding enables us to develop a largely climate-neutral neighbourhood for the largest settlement expansion area in the city of Konstanz. We are very pleased to be able to help shape this path for the important areas of energy and heat supply as well as mobility." International agreements and implementation programmes to limit climate change will take account of the importance of cities in the CO2-reduction, as solutions that are primarily aimed at the national level dominate. Nevertheless, in some countries, national climate protection targets and declarations of intent (Intended Nationally Determined Contributions - INDCs) are already being consistently broken down to regions and cities.
State government of Schleswig-Holstein launches climate protection support programme for citizens

KIEL: Environment Minister Jan Philipp Albrecht today presented the state's new funding programme for private investment in climate protection. It starts on Tuesday, 9 June, and includes a bundle of support measures.
"Climate protection starts within your own four walls. With the new funding programme, we are supporting citizens in making sustainable investments in the future. In this way, we can tackle climate change and develop society in a positive way. Let's be the regenerative engine of our time together!" said Albrecht. Every single investment in climate protection is important because it helps to achieve climate protection targets and conserve natural resources. "But not every investment can be afforded financially by private households. That's why we support all those who contribute to climate protection on a small scale, which helps us on a large scale. Because we can only tackle climate change together," said the Minister.
The purchase of cargo bicycles, e-charging stations, electricity storage systems, photovoltaic balcony systems, solar thermal systems, non-fossil heating systems and rainwater cisterns is subsidised. The installation of a district heating connection and a green roof are also subsidised.
The state government is providing 1.6 million euros over three years for this purpose. The amount of funding varies depending on the object and can be up to 50 per cent - in individual cases even 75 per cent - of the eligible costs. A cargo bike, for example, is subsidised with a maximum of 400 euros. An electricity storage unit can be subsidised with 800 euros and an additional 200 euros for installation and connection costs.
Private individuals who have their primary residence in Schleswig-Holstein are eligible to apply. No economic activity may be carried out in connection with the object of this grant. Only one application per person is possible for the same measure. The same measure cannot be subsidised more than once.
The Federal Ministry of Housing, Urban Development and Construction today announced the Federal Urban Greening Award 2022. This year, the focus is on the topic of "Climate adaptation and quality of life".
Federal Minister Klara Geywitz: "Climate change is a stress test for our cities. We need more trees for a better urban climate, we need soils that can absorb heavy rainfall, we need less sealed land also for more biodiversity and against the heating up of residential neighbourhoods. With the Federal Urban Greening Award 2022, we are honouring the pioneering work that is already shaping the necessary transformation of cities today."
The award recognises best practice examples that show how municipalities can use their urban green spaces to positively influence the urban climate and reduce the negative effects of extreme weather conditions. The award also recognises innovative concepts for climate-adapted and vital urban green spaces that have already been tried and tested. The award is looking for open spaces that can be used by the public and that also meet the other requirements for the use of open spaces in cities and municipalities, including as spaces for recreation and social cohesion and as elements of an attractive network of cycle paths and footpaths. Cities and municipalities in Germany can now apply with their projects. Planning offices, citizens, universities, research institutions, initiatives or associations can participate in cooperation with their municipalities.
Subject to the funds available in the 2022 federal budget, the federal prize is endowed with prize money totalling up to 100,000 euros. In addition to exemplary implemented projects, the courage to experiment with promising new approaches is also rewarded.
An independent jury will decide in June 2022 which projects will be awarded prizes and recognition. It is composed of experts from the fields of garden and landscape architecture, climate adaptation, urban development and urban planning, representatives of the municipal umbrella organisations and from the Federal Ministry of Transport, Building and Urban Affairs. The award ceremony is scheduled to take place in Berlin in September 2022.
The Federal Urban Greening Award is an important building block in the implementation of the Federal Ministry of Transport, Building and Urban Affairs' White Paper on Urban Greening. It is supported by the German Association of Cities and Towns, the German Association of Towns and Municipalities and the German Association of Districts.
