The Kiel City Council will probably vote on the establishment of a municipal housing company on 19 September 2019. Initially, 1,000 apartments are to be built; in the long term, 4,000 new apartments are to be created.
The availability of affordable housing for people with low incomes is considerably limited, it said in justification. There was no sign of a change in the situation. A municipal housing company must enable the state capital to influence the housing market.
The Association of North German Housing Companies welcomed the decision of the council meeting. "The sale of KWG (Kieler Wohnungsbaugesellschaft) at the time is a creeping poison for Kiel's housing market that is having its full effect today, 18 years after the sale," said Association Director Andreas Breitner. "The city currently has little direct influence on the city's structural development and on creating much-needed affordable housing." It is good that the city is now correcting its mistake.
Important impetus for electric mobility in Germany

StreetScooter GmbH, a subsidiary of Deutsche Post, and Ford-Werke GmbH are entering into a partnership to build battery-powered delivery vehicles. After Deutsche Post has already made its mark on the market for smaller vans with the emission-free StreetScooter, which it developed and built itself, the partnership is now moving on to a larger vehicle type: the basis is a Ford Transit chassis, which is equipped with a battery-electric drivetrain and a bodywork according to the specifications of Deutsche Post and DHL Paket.
Production will start in July 2017 and at least 2,500 units will be deployed in Deutsche Post DHL Group's inner-city delivery operations by the end of 2018. This volume will make the joint project the largest producer of battery-electric medium-duty delivery vehicles in Europe.
Both companies, Deutsche Post DHL Group and Ford, share the same goal of helping to shape the mobility of the future by reducing emissions and developing new transport solutions. This partnership is a concrete and important step towards achieving these goals.
"I see this partnership as another important boost for electromobility in Germany," says Jürgen Gerdes, Member of the Board of Management of Deutsche Post AG. "This step underlines Deutsche Post's innovation leadership, will relieve the burden on city centres and improve people's quality of life. We are continuing to work on a completely CO2-neutral Logistics!“
"Electromobility and innovative transport solutions for urban areas are at the centre of our efforts to align our business with the requirements of the future," says Steven Armstrong, Group Vice President and President Europe, Middle East and Africa, Ford Motor Company. "For us as the market leader in the commercial vehicle segment in Europe, this partnership is the perfect complement to our plans. With StreetScooter and the Deutsche Post DHL Group, we have a partner with enormous expertise and a global network."
In addition to the new production line, production of the existing StreetScooter models will be significantly expanded, as already announced: StreetScooter GmbH plans to produce up to 20,000 units of its successful smaller e-delivery vehicle in different variants each year in Aachen and at a future additional production site in North Rhine-Westphalia. More than 2,500 StreetScooters are already in use throughout Germany for Deutsche Post. In addition, more and more external interested parties are registering demand or have already taken delivery of StreetScooters to convert their vehicle fleets to emission-free operation.

Housing construction has great potential to contribute to resource conservation. For this reason, NRW.BANK supports developers with a new additional loan under the state's housing promotion programme.
Wood as a building material already contributes to climate protection during the construction of a building. This is why the Ministry of Home Affairs, Municipal Affairs, Building and Equality has introduced a new additional loan for construction projects with a high wood content in the context of its housing promotion programme. Regardless of whether the project involves the construction of a new building or the modernisation of existing properties, NRW.BANK offers attractive development loans under the state's housing promotion programme to create affordable and modern housing.
Attractive low interest rates with high redemption discounts of 15 to 25 percent, and partial crediting against equity, as well as a long fixed interest rate.
"Housing developers and investors who opt for a 30-year commitment period are now rewarded by the development bank for North Rhine-Westphalia with an even higher redemption discount of an additional 5 percentage points. For special aspects - such as building with wood - the repayment discount is even 50 percent. In addition, the initial interest rate on the development loans is now uniformly 0.0 percent in NRW for a period of 15 years. In modernisation promotion, building owners can now benefit from a repayment discount of up to 30 percent (regularly 20 percent) if they use certified ecological insulation materials or achieve an above-average energy standard."
The 88th Conference of Environment Ministers has just passed a resolution in Bad Saarow on the "Promotion of Building with Wood", which was introduced by Rhineland-Palatinate. The document calls on the federal government to improve the framework conditions for timber construction.
According to the Rhineland-Palatinate Minister of the Environment, the positive climate protection properties of renewable raw materials are to be taken into account in building energy law, among other things.
This would be more than desirable, because the draft bill for the Building Energy Act (GEG) recently presented by the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) missed the opportunity to finally take the entire life cycle of buildings into account in the amendment.
