at the Sustainable Procurement Symposium in Dortmund on 26 August 2021
The Sustainable Procurement Day is a platform for exchange for procurers and decision-makers from municipalities, private and public institutions as well as churches and companies. Federal Environment Minister Svenja Schulze is the patron. The Agency for Renewable Resources e. V. (FNR), project management agency of the Federal Ministry of Food and Agriculture, will be represented with a workshop on the topic of "Public building and renovation with wood - the right way to tender for timber construction projects" in addition to the stand "The renewable office".
Climate-friendly construction, renovation and insulation with sustainable materials is becoming more and more common practice in public building projects as well. Sustainable municipal management includes the building sector - keyword climate-neutral municipality/administration. Wood as a building material has become the focus of attention in recent years, and there are many reasons for this: Wood stores CO2Depending on the degree of prefabrication, it can considerably shorten construction times and, due to its low dead weight, is ideal for adding storeys, e.g. in the case of redensification in urban development.
However, in order to successfully launch public timber construction projects, a targeted award procedure is crucial. This is because even during the planning and tendering stages, it is important to take into account the significant differences compared to solid construction, e.g. in terms of timing, the submission of building applications and the timely involvement of timber construction expertise.

The workshop complements the current FNR seminar series "On course for the future: public building with wood", which is carried out within the framework of the Charter for Wood 2.0 and in cooperation with the municipal umbrella organisations and the Wood Information Service. After one and a half years of consultation, the black-green Hessian state government has adopted its Climate Protection Plan 2025. According to the plan, greenhouse gas emissions are to be reduced by 30 percent by 2020, by 40 percent by 2025 and by at least 90 percent by 2050 (compared to the base year 1990). By achieving these goals, Hessen wants to become climate neutral by the middle of the century and contribute to national and international climate protection efforts.
The measures include, among others, the "storage of carbon in durable wood and fibre products and substitution of energy-intensive materials with wood and fibre products". To implement this, the state of Hesse wants to explicitly support timber construction and promote innovative timber products through funding programmes. In addition, timber construction and the use of wood are to be further promoted by reviewing building regulations and the state's procurement guideline.
Neues Berlin and Berliner Stadtwerke expand cooperation

Wohnungsbaugenossenschaft Neues Berlin and Berliner Stadtwerke have agreed on another joint tenant power project. Six solar power systems with an output of around 500 kilowatts are being built in the Mühlengrund housing estate in Hohenschönhausen. Tenants of more than 1,100 apartments will soon be able to benefit from green electricity from their own roofs.
The solar plants, which together cover 4,000 m², are being erected on a total of 23 six-storey buildings between Falkenberger Chaussee, Rüdickenstraße and Am Breiten Luch, near the Hohenschönhausen S-Bahn station. They will enable around 420,000 kilowatt hours of green electricity to be harvested per year and around 235 tonnes of the greenhouse gas CO2 save.
"We are very pleased that Neues Berlin has already started the third project with us, which is also quite large by Berlin standards," says Dr. Kerstin Busch, Managing Director of Berliner Stadtwerke, who points out that there is further potential for expansion in the Mühlengrund residential complex. "Although we are calling for improvements in the current EEG draft - for example, with regard to the obligation to tender or the supply of tenant electricity to neighbouring buildings - we see that tenant electricity can currently still succeed under certain conditions and in close communication with the residents and the cooperative, even under difficult conditions."
"Together with Berliner Stadtwerke GmbH, we have implemented environmentally friendly supply projects based on renewable energies on our roofs in a very short time and without much effort. We are looking forward to further projects like the one in Mühlengrund to give even more tenants the opportunity to benefit from tenant electricity. During the cooperation, it quickly became apparent that both sides are pursuing the goal of making an ecological and social contribution to our city with the greatest interest," says Thomas Fleck, member of the board at Neues Berlin.
In 2019, Berliner Stadtwerke and the housing cooperative Wohnungsbaugenossenschaft Neues Berlin have already successfully implemented a tenant electricity project in the residential complex Malchow floodplain in Hohenschönhausen. Since then, around 640 households have been able to obtain cheap green electricity from their own roofs. To this end, a total of five solar power systems with a total capacity of 224 kilowatts were installed on four buildings belonging to the cooperative. This year, Berliner Stadtwerke added an existing solar power system on the Neues Berlin building Degnerbogen converted to an intelligent tenant power system - a smart model for owners of PV systems that will fall out of the EEG subsidy in the future.
For Berliner Stadtwerke, the implementation of local green electricity projects is an important milestone in enabling a climate-friendly and affordable supply for all residents. To this end, solar power systems are being installed in residential areas and on public buildings, among other things, in order to generate clean electricity where it can be consumed. In addition to this local system expansion, Berliner Stadtwerke offers a range of solar energy services with its berlinStrom tariff municipal green electricity throughout the city. Today, Berlin's only public energy supplier counts more than 19,000 green electricity households among its environmentally conscious customer base.
At the meeting of the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder (KMK) in Berlin on 17 and 18 October, the Ministers of Education and Cultural Affairs of the Länder adopted a joint declaration on the United Nations' Education 2030 Agenda (SDG 4).
In the declaration, the KMK underlines "the high degree of agreement between the education policies of the Länder and the goals of the Education 2030 Agenda, whose core goals - participation, equal opportunities, quality of education and lifelong learning - are the subject of intensive education policy efforts by the Länder". The comprehensive concept of education, which underlies the 2030 Agenda Education as well as the German education system, promotes the development of the individual personality and a free, democratic and sustainable society in equal measure. The KMK refers to the numerous education policy measures and initiatives of the Länder in the fields of action of the Agenda. The international exchange under the umbrella of UNESCO and other international organisations offers the opportunity to receive valuable suggestions for the development of one's own strategies and to present one's own good practice to other countries. The KMK affirms that it will "continue its commitment to the goals contained in the 2030 Agenda for Education together with national and international partners in the future".
The President of the German Commission for UNESCO, Prof. Dr Maria Böhmer, welcomes the KMK's declaration: "Worldwide economic progress in harmony with social justice and within the Earth's ecological limits - this is what the 17 Global Sustainability Goals of the United Nations are geared towards. Education is both a goal and a key factor in achieving all the goals. Global challenges can only be solved together. That is why the commitment of the countries to the Education 2030 Agenda is essential. With their commitment to equitable and quality education for all, the countries are making an important contribution to the global community.
In 2015, the member states of the United Nations adopted the 17 Sustainable Development Goals (SDGs), which describe the central future tasks of humanity. Global Sustainable Development Goal 4, differentiated by the 2030 Agenda for Education, calls for "ensuring inclusive, equitable and quality education and lifelong learning opportunities for all by 2030". UNESCO coordinates the implementation of the Education 2030 Agenda at the international level.
