In Berlin-Mitte, a car-free district on the Panke was prevented from being realised in 2003 by the new building for the Federal Intelligence Service on the selected site. And this, although there was prior approval from politics & administration, and although investors had expressed their interest in realization, under the condition "that it becomes consistently car-free". The plan was to build a new quarter with approx. 760 flats as well as green, sports, business and office/commercial areas on the site of the former World Youth Stadium on Chausseestrasse; central inner city location with very good transport links; site size approx. 13.2 hectares. Among others, one of the largest European construction groups and the "Berliner Bau- und Wohnungsgenossenschaft von 1892″ (rental of cooperative apartments) wanted to invest.
