51063 Cologne-Mülheim: The state of North Rhine-Westphalia has named the Stegerwaldsiedlung in the Cologne district of Mülheim as the 87th climate protection estate. With 968 kWp, it has the largest roof-integrated PV system on a housing estate in NRW and the third largest in Germany. 689 residential units of the Cologne housing estate from the 1950s were energetically refurbished and the energy generation systems were renewed. Completion (refurbishment + PV system): 2019

Stakeholders
Redevelopment: Deutsche Wohnungsgesellschaft mbH
Energy concept: RheinEnergie AG

Urban planning / Architecture

The climate protection estate consists of a total of 16 buildings, most of which are four-storey buildings. They date from the 1950s and comprised 594 rental apartments with 33,500 m² of living space before the refurbishment. As part of the refurbishment, eleven buildings will receive a new attic floor. In this way, 95 apartments with 5,000 m² of living space will be newly created. In addition to the energy measures, the open spaces were also redesigned. The installation of front balconies and elevators contributed to a further improvement in residential value.

Energetic concept

A comprehensive energy refurbishment was carried out. Depending on the original condition of the buildings, the facades, basement ceilings and in some cases the top floor ceilings were insulated. New windows with triple glazing were installed in most of the houses.

The heat supply for heating and hot water was converted from gas central heating and gas floor heating to district heating and heat pumps. The roofs were extensively covered with photovoltaic systems with a total output of 968 kWp. The use of battery storage in conjunction with a settlement management system should mean that the electricity generated via the photovoltaics can be made available to a large extent in the settlement for the heat pumps, for charging the electric vehicles and as low-cost tenant electricity. The residents have the possibility to inform themselves about their individual energy consumption and the current electricity price with the help of smart meters.

Comprehensive renovation

The renovation measures include insulating the facades, installing new windows and converting the heat supply for heating and hot water from gas heating to heat pumps and district heating. Newly installed photovoltaic systems generate electricity that is stored on site and made available to the heat pumps for charging electric vehicles and as low-cost tenant electricity by means of a housing estate management system. In addition, tenants can use smart meters to find out about their energy consumption and the current price of electricity.
