There, projects are listed that are considered to be type representatives of certain themes that are still frequently mentioned in sustainable settlements and neighbourhoods today.
The Federal Ministry of Transport, Building and Urban Affairs is supporting the climate-friendly construction of new buildings with a new funding programme that will start on 1 March 2023. For the first time, the entire life cycle of a building will be considered - from construction to operation to potential deconstruction in the distant future. The buildings are characterised by low greenhouse gas emissions in the life cycle, high energy efficiency, low operating costs and a high proportion of renewable energies for the generation of heat and electricity. This funding thus makes a contribution to climate protection and to meeting national climate targets.
Klara Geywitz, Federal Minister for Housing, Building and Urban Development: Climate-friendly building is no longer a can-do decision, but a must. Those who build today as they did in the past in order to save money are harming the climate and their wallets through horrendous ancillary costs.
With this 750 million euro annual funding programme, we exclusively promote climate-friendly new construction. Anyone can use the KfW-funded interest rate reduction. It helps exactly when it is often most difficult: when starting the financing for a home or apartment building.
It is important to see this funding programme as part of a large, social and climate-friendly construction funding programme of the federal government. Looking at the year 2023 alone, we are investing several billion in social housing, Trainee- and student housing, in the promotion of home ownership for families, the construction of apartment buildings and cooperative housing. Targeted funding, thinking about tomorrow today and excluding windfall profits - that is the funding principle of this federal government in building.
To the programme:
The federal funding for efficient buildings - climate-friendly new construction is a measure of cross-sectoral climate protection. The new requirements for greenhouse gas emissions in the life cycle are as follows a.o. an important contribution to limiting "grey emissions", the greenhouse gas emissions that can be traced back to the production and construction of buildings, including the supply chain. According to the BBSR-According to the study "Environmental Footprint of Buildings in Germany", the production, construction and modernisation of buildings accounts for around 7 % of national greenhouse gas emissions (about 65 million tonnes of CO2-equivalents). Added to this are 35 million tonnes of CO2-equivalents from suppliers abroad.
In addition, the new programme contributes to reducing greenhouse gas emissions in the building sector to 67 million tonnes of CO2-equivalents and thus achieve both the national and the European energy and climate targets by 2030. The annual CO2-equivalent reduction targets for the individual sectors are derived from the permissible annual emission quantities of the Federal Climate Protection Act.
Programme funds amounting to 1.1 billion euros are available from the Climate and Transformation Fund in 2023. Of this amount, 750 million euros will be allocated to the Climate-Friendly New Construction funding programme and 350 million euros to home ownership funding for families.

In Argentina today, the twenty largest industrialised and emerging countries are discussing ways and means to use natural resources such as raw materials, water and land more efficiently and sparingly. State Secretary Jochen Flasbarth is opening the conference in Puerto Iguazú today together with Argentina's Environment Minister Bergman. Argentina, which currently holds the presidency of the G20, is thus continuing a political initiative by Germany.
Flasbarth: "If we reduce our resource consumption in the industrialised countries, it will also be easier for us to make progress on climate protection. We need prosperity that makes do with fewer resources. The World Resources Council has shown that we can also benefit economically from this, because resource efficiency is an engine for innovation and new jobs."
According to calculations by the World Resources Council (International Resource Panel), annual raw material consumption of currently 85 billion tonnes by 2050 to 186 billion tonnes if no countermeasures are taken. Resource efficiency and climate protection, on the other hand, could reduce raw material consumption by 28% and greenhouse gas emissions by over 60%, while at the same time increasing global economic output by 1%.
At the G20 Summit in Hamburg in July 2017, the heads of state and government had decided, at Germany's suggestion, to hold an annual G20 Resources Dialogue. After a kick-off meeting in Berlin in November 2017, the conference in Puerto Iguazú is the second meeting of the new governance process. The Resource Dialogue will meet in Puerto Iguazú from 28-29 August, ahead of a G20 working group on climate change.
Back in 2012, Germany was one of the first countries in the world to adopt a national resource efficiency programme (ProgRess). The aim of the programme is to use fewer raw materials and promote the use of recycled materials throughout the entire economic cycle - from raw material extraction to product design and production processes, our consumption patterns and the circular economy.

A decision by Germany in favour of emissions trading for transport and buildings would be a special approach - all other EU states with CO2 pricing in addition to European certificate trading are opting for a tax solution.
Berlin (July 12, 2019). More and more countries in Europe and around the world are introducing CO2 prices. However, Germany would be taking a special path if it were to introduce additional emissions trading in the transport and buildings sectors. Other EU countries are unanimously opting for tax solutions. These are the most important findings of a new comparative study by the development and environmental organisation Germanwatch, which was published today ahead of the presentation of the special report on CO2 pricing by the German Council of Economic Experts.
"Germany is following a trend that can be observed in Europe and worldwide if the German government now introduces CO2 prices in addition to emissions trading," says Linus Herzig, CO2 pricing officer at Germanwatch and one of the authors of the study. "CO2 prices are already an important part of the climate policy toolbox of many countries in Europe and in the G20. So there is no question of a national go-it-alone."
It is also striking how few countries have opted for an approach based on certificate trading when it comes to CO2 pricing in the transport and buildings sectors. Herzig: "All twelve EU states that have implemented additional CO2 pricing instruments alongside European emissions trading have opted for a tax solution." In more and more countries, the socially acceptable design of their own CO2 pricing systems is also playing a major role.
Oldag Caspar, Team Leader for German and European Climate Policy at Germanwatch and co-author of the study, adds: "The German government should at least decide on a CO2 price in the transport and buildings sectors this year and - like its European partners - opt for a tax reform. We also strongly recommend that the German government accelerate talks with EU neighbours to launch a minimum CO2 price in the power sector as part of a flagship alliance of states." Positive signals for such an approach are now coming from a good ten member states - particularly France and the Netherlands.
The study "CO2 prices: an idea whose time has come" is the latest comprehensive overview of the currently developing pricing of greenhouse gases worldwide. It examines the countries of the G20 and the EU plus Norway and Switzerland with regard to the question of which CO2 prices have already been introduced and in which countries, analogous to Germany, the expansion of CO2 pricing is being debated. In doing so, it also takes an up-to-date look at the expected future development of CO2 pricing worldwide.
The study in numbers:
- • 45 states examined: 30 European (EU plus Norway and Switzerland) and 15 other G20 countries (4 EU countries and the EU as a whole not counted twice)
- • 39 of the 45 states surveyed have national or regional CO2 pricing systems was set up. This includes European emissions trading.
- Of the total of 19 G20 countries 13 have implemented national or regional CO2 pricing (including European emissions trading).
- Of the 28 EU members 12 states have national CO2 prices in addition to the European Emissions Trading Scheme. 9 of them in the transport and/or buildings sectors. All 12 states have chosen a tax solution.
- In addition to Germany, a total of 23 of the 45 countries are currently Debates on the further development or start of CO2 pricing. That is more than half of the countries surveyed. Some of the debates are very advanced, some still in the early stages.
Key findings of the study:
- More and more countries around the world are introducing CO2 prices. Germany would not be a pioneer, but would follow an international trend, if the Federal Government were to price CO2 now in addition to the current design of the EU emissions trading system.
- The international momentum for introducing and strengthening carbon pricing will most likely continue. A large number of countries are currently discussing the introduction of new or the further development of existing national and regional CO2 pricing instruments.
- The states are increasingly focusing on socially acceptable design.
- By introducing additional emissions trading in the transport and buildings sectors - instead of a tax solution - Germany would be taking a special path.
