Building Alliance NRW founded for climate protection

A broad alliance of chambers, the housing industry, trade unions, environmental and nature conservation organisations as well as consumer and social associations came together in June 2016 to form the "NRW Building Alliance for Climate Protection". The aim of the alliance is to promote climate protection in the areas of housing and construction and to introduce jointly developed priorities into the political arena.

Energy-efficient refurbishment is an important and indispensable contribution to achieving climate protection targets. In addition to energy-efficient refurbishment as a central element in achieving the climate protection targets in NRW, energy-efficient new residential construction and the decentralised generation of renewable energy in residential and urban districts are also of great importance." "Almost every building is part of a neighbourhood, a settlement or a city district, in whose context of residential environment and infrastructure it is embedded. Refurbishment concepts should therefore not only be considered on a building-by-building basis, but should also take into account the social, socio-cultural development and natural compatibility of the surrounding neighbourhood, its supply structure and residents." Online tool informs about funding programmes

Düsseldorf. With the Förder.Navi, an online tool of the EnergyAgency.NRW, you can now find your way through the funding jungle even faster. The tool (www.energieagentur.nrw/foerder-navi) helps private individuals, companies and municipalities to find funding opportunities when it comes to energy-efficient renovation, for example.

Whether a committed citizen, entrepreneur or representative of a municipality - financial support is often helpful for investments in energy efficiency, climate protection and renewable energies. And this is available from the state of North Rhine-Westphalia, the federal government or local public utilities. This is because the public sector and regional energy suppliers promote numerous measures to implement the energy transition. But what subsidies are available for individual measures and which of them are available to whom? What are the requirements? And can subsidies be combined?

The Förder.Navi shows the way. With the EnergyAgency.NRW's online tool, it is possible to access the right information on the various funding programmes quickly, efficiently and in a target group-oriented manner. The tool allows filtering by applicant, funding topic, funding type and funding agency. To make this even easier and clearer for the user, the Förder.Navi was recently relaunched.

From now on, a brief overview of all funding programmes will appear first in the user's respective query. This simplified structure provides an initial overview and orientation of the diverse funding programmes. If required, the user can then request more detailed information in the detailed view. Both the brief overview and the detailed view can also be downloaded as a PDF.

Further decreasing investment costs for PV, wind and electric storage expected: In this regard, the Agency for Renewable Energies (AEE) publishes a new meta-analysis today. It compares the investment costs reported in 15 studies for a total of 11 energy technologies, including offshore and onshore wind energy, photovoltaics and solar thermal energy. It also presents statements on the investment costs of storage technologies and heat pumps. "The meta-analysis shows that specific costs for wind energy and photovoltaics are expected to continue to fall despite the cost reductions already achieved.

Another piece of good news for the energy transition is that investment costs for storage technologies can also be expected to fall drastically in some cases," says AEE Managing Director Philipp Vohrer, summarising the key findings of the meta-analysis.

Successful urban development funding needs sufficient staff and simple procedures

Difu study provides recommendations for more effective use of funding in NRW

Staff shortages and high administrative demands are two of the reasons that prevent cities, districts and municipalities in North Rhine-Westphalia (NRW) from drawing down available urban development funding on time. This is an important finding of a study conducted by the German Institute of Urban Affairs (Difu) on behalf of the then Ministry of Building, Housing, Urban Development and Transport of North Rhine-Westphalia (now: Ministry of Home Affairs, Local Government, Building and Equality).

In the past ten years, about 83 percent of the municipalities in NRW used urban development funds. Due to a very high number of project applications - with a total volume of around 1.45 billion euros - four to five times more funds were applied for than were originally earmarked. This illustrates the high demand of the municipalities and at the same time the fundamental acceptance of the existing funding instruments.

However, more than 80 per cent of the cities and municipalities surveyed criticise the public procurement law, as the resulting administrative burden is a key obstacle for them in making smooth use of urban development funding. In addition, the municipalities surveyed believe that there are generally major staffing bottlenecks. Many municipalities also feel that the cost calculations for funding measures that have to be submitted with the application are too time-consuming and detailed. This is also due to the fact that multi-year forecasts are always subject to uncertainties regarding the actual time allocation by the funding agencies, price developments and possible unforeseeable developments.

Based on the results of its survey of North Rhine-Westphalian municipalities, Difu therefore recommends dispensing with new programmes in favour of merging and/or redesigning the existing federal-state programmes for urban development funding. In addition, the existing procedures should be made more flexible. This applies in particular to the application for and settlement of funding by the municipalities with the state. However, the municipalities must also make their contribution: urban development funding must be a "matter for the boss" and requires sufficient personnel resources and continuous cooperation between all the departments and treasuries involved in the cities and municipalities. However, the municipalities need support from the state to build up sufficient personnel capacities in the technical areas.
