Freiheit Emscher is a cooperative project between the cities of Essen and Bottrop and RAG Montan Immobilien GmbH, funded by the Federal Ministry for Economic Affairs and Energy and the Ministry for Economic Affairs, Innovation, Digitalisation and Energy of the State of North Rhine-Westphalia:

The feasibility study is to be completed at the end of 2018, after which the strategic master plan for "Freiheit Emscher" is to enter the implementation phase. Commercial and office space is also to be located in the new development areas:
