Public electricity generation in 2023: Renewable energies cover the majority of electricity consumption for the first time
Net public electricity generation reached a record share of 59.7 per cent in 2023. The share of the load was 57.1 per cent. This is the result of an analysis presented today by the Fraunhofer Institute for Solar Energy Systems ISE. New records were set for wind and solar power in 2023. In contrast, generation from lignite (-27 per cent) and hard coal (-35 per cent) fell sharply. Photovoltaics stood out in the expansion of generation capacity: at around 14 gigawatts, the expansion was in double digits for the first time and significantly exceeded the German government's statutory climate protection target.

UBA study: This is how the 2030 climate targets can still be achieved
More rail transport, reformed motor vehicle tax and less fossil heating needed
Germany can still achieve its climate targets by 2030. This is shown in a new analysis by the Federal Environment Agency (UBA). This would require, among other things, more rail transport, a reform of the motor vehicle tax and the restriction of fossil heating. In addition, all emissions would have to be priced and charged to the polluter. In the so-called Climate Protection Instruments Scenario 2030 (KIS-2030), the UBA has examined how additional emissions can be saved in the building, mobility, energy and industry sectors. "The model calculation clearly shows that we have a lot of catching up to do in some sectors," says UBA President Dirk Messner. "We now urgently need a constructive dialogue about where emissions can be reduced, otherwise we will miss the legal savings targets. We also need to talk honestly about how to cushion the financial burden on lower-income groups and distribute it more fairly. Currently, low-income households are often asked to pay disproportionately. Understandably, this does not exactly increase acceptance for more climate protection.

Federal Minister of Building Geywitz and Federal Minister of Agriculture Özdemir present strategy for timber construction
The Federal Cabinet today approved the draft of a timber construction initiative presented by Federal Minister of Construction Klara Geywitz and Federal Minister of Agriculture Cem Özdemir. This strategy of the Federal Government is intended to strengthen the use of wood as a sustainable raw material in the construction sector and to ensure more climate protection, resource efficiency and faster construction. With eight fields of action, from the exemplary role of the federal government and the strengthening of research and innovation, to securing skilled labour and knowledge transfer, to securing the supply of raw materials, the use of wood is to be significantly improved and the timber construction quota increased by 2030.

SRU: Consistently linking environment and health
Environmental crises endanger health. At the same time, an ecological change of course offers many opportunities to create healthier living conditions. This is the core message of the special report that the Environment Council is handing over to Environment Minister Steffi Lemke and Health Minister Prof. Karl Lauterbach in Berlin today.
15 % of deaths in Europe are due to environmental risks, the WHO estimates. Health hazards arise, for example, from air pollutants, noise, chemicals and the spread of antibiotic resistance. New burdens, such as those caused by climate change and biodiversity loss, are also emerging.

Breakthrough for ambitious expansion of renewable energies in the EU
On 16 June, the Member States of the European Union approved a comprehensive revision of the EU Renewable Energy Directive (RED) in the Permanent Representatives Committee. The European renewable energy target will thus be significantly increased from the previous 32% to 45% in 2030. This means a doubling of the share of renewable energies compared to the level achieved in 2021 of just under 22%.
This is a great success for the expansion of renewables: The planned expansion of renewable energies by 2030 will thus be roughly doubled. For the new targets, more than 100 GW of new wind turbines and solar plants will be installed in the EU every year. For Germany, this means that the greatly increased expansion targets for wind and solar energy in 2022 will be underpinned by European targets and become binding. The higher EU targets also provide the framework for more far-reaching measures and goals in the EU, for example the EU solar strategy, which envisages roughly tripling PV capacity to 600 GW by 2030.

ifeu study: More targeted use of renewable raw materials
The bioeconomy can be a central building block for the transformation of our largely coal, oil and gas-based economy. However, renewable raw materials and synthetic carbon compounds are scarce and expensive. They should be used in areas such as the chemical industry - not as energy sources. For the shift from a fossil-based economy to a bioeconomy to succeed, fossil carbon must also become more expensive. The ifeu now presents the results of four trend-setting studies.

Meeting the housing shortage ecologically - renovation of existing buildings is the key to more affordable housing and climate protection
The housing shortage is an immense social problem in many large cities and conurbations. At the same time, the building sector has been failing to meet its environmental and climate targets for years. In a recent position paper, the Federal Environment Agency (UBA) and the Commission for Sustainable Building at the UBA (KNBau) have examined how more affordable housing can be created without unnecessarily harming the environment and health. According to this paper, the most important factor for more environmental protection in housing construction is that the existing building stock is preserved wherever possible or is sensibly converted and repurposed. This is the easiest way to avoid climate emissions and unnecessarily high consumption of raw materials. Today, UBA President Prof. Dr. Dirk Messner presented KNBau's proposals to Federal Minister of Building Klara Geywitz and Federal Minister of the Environment Steffi Lemke in Berlin.

Federal Ministry of Transport, Building and Urban Affairs launches "Climate-friendly New Construction" funding programme
The Federal Ministry of Transport, Building and Urban Affairs is supporting the climate-friendly construction of new buildings with a new funding programme that will start on 1 March 2023. For the first time, the entire life cycle of a building will be considered - from construction to operation to potential deconstruction in the distant future. The buildings are characterised by low greenhouse gas emissions in the life cycle, high energy efficiency, low operating costs and a high proportion of renewable energies for the generation of heat and electricity. This funding thus makes a contribution to climate protection and to meeting national climate targets.

Book Review Building for the Community in Vienna
Isabella Marboe (ed.) Bauen für die Gemeinschaft in Wien Neue gemeinschaftliche Formen des Zusammenlebens Edition Detail 2021, 144 pages, de/eng, Euro 39,90
The housing projects presented in Vienna arose from the desire to develop living concepts that strengthen the sense of community and contribute to a society based on solidarity - building groups and participatory projects, neighbourhood houses, temporary or permanent social forms of living and working for marginalised groups such as the homeless and asylum seekers. Private housing can be downsized if there is more shared space. These housing and living models are about alternatives to capitalist investor thinking. The users get involved, also in the project planning. Ulrike Schartner and Alexander Hagner from gaupenraup+/- explain the starting point and strategies of their work in an introductory interview. In two essays, Robert Temel and Isabella Marboe show the development of communal building and living forms.

Greenhouse gas emissions increased by 4.5 percent in 2021
After a significant decline in the previous year, greenhouse gas emissions in Germany are on the rise again. Thus, around 762 million tonnes of greenhouse gases were released in 2021 - a good 33 million tonnes or 4.5 percent more than in 2020. Overall, emissions in Germany have thus fallen by 38.7 percent since 1990. The increase in the last year is particularly noticeable in the energy sector: This shows an increase of 27 million tonnes CO2-equivalents, as increased demand for electricity, lower electricity generation from renewable energies and the higher gas price led to increased use of coal for electricity generation. Electricity generation from renewables fell by seven per cent, mainly due to poor wind conditions. In the transport and building sectors, emissions were above the annual ceilings set by the Federal Climate Protection Act. This is shown by the latest calculations of the Federal Environment Agency (UBA), which are based on the specifications of the Federal Climate Protection Act and the EU-Renewable Energy Directive (RED) were presented today.

Initiation of the development measure for the new Hafner district in Constance resolved
With a very large majority, the municipal council decided on 22.07.2021 to initiate the urban development measure (SEM) "Nördlich Hafner". The development statute provides the project with a binding legal framework for the city of Constance and the remaining property owners in the area. The decision is also the conclusion of the preparatory studies (VU) that have been running for about four years, in which not only various subject-related studies and the urban development framework plan were developed, but also a comprehensive timetable and a detailed cost and financing overview were drawn up. The development of the approx. 106 ha area (of which approx. 60 ha are residential areas) including all technical and social infrastructures (e.g. day-care centres, primary school) will cost a total of almost 420 million euros. Income from the allocation of land will ultimately result in a largely balanced overall balance.

Grand Coalition breaks its climate protection promise: Ambitious expansion targets for renewable energies also missing from new EEG resolutions
Sascha Müller-Kraenner, Federal Director of Deutsche Umwelthilfe (DUH), comments on today's discussion of the Renewable Energy Sources Act (EEG) in the Bundestag:
"The grand coalition is breaking its promise to set higher expansion targets for renewable energies for the year 2030 before the end of this election period. An agreement failed mainly due to the energy transition brakemen within the CDU/CSU parliamentary group. In doing so, the federal government is ignoring the implementation of the new EU climate targets and disregarding the decision of the Federal Constitutional Court to tackle more ambitious climate protection measures before 2030. The amendment to the Renewable Energy Sources Act is missing the heart of the matter. As recently as the end of 2020, Federal Economics Minister Peter Altmaier had announced an ambitious expansion path for wind and solar energy for the first quarter of 2021. After a long wait, there was only the famous drop in the ocean: four gigawatts of onshore wind energy and six gigawatts of photovoltaics are the targets for 2022. Longer-term expansion targets? No such thing. Quite obviously, the need for a rapid transformation of our energy supply has not yet reached the CDU/CSU, despite all their climate protection pledges in the election campaign."

25% of Europe's greenhouse gases come from buildings - scientists call for policy change
To live up to its climate change pledge under the Paris Agreement, the European Union must ensure that all 250 million existing buildings, as well as all new buildings in the EU, produce near-zero greenhouse gas emissions. In a new report, European national academies of science, through their association EASAC, call for far-reaching policy action. "Policies have long focused on creating energy-efficient buildings that require less heating and air conditioning or generate renewable energy on site. However, the energy used to operate buildings is only part of the story. We need to broaden the scope and look at emissions from building materials and methods - both for new buildings and for building refurbishment," says William Gillett, Director of EASAC's Energy Programme.

30 Years DASL Special Award for the French Quarter in Tübingen
The Special price on the topic "Urban development revisited: Prices - Practice - Perspectives" was given to the project Urban development area Stuttgarter Straße, French Quarter in Tübingen. The special prize, which is awarded in parallel to the urban development prize, serves to highlight particularly urgent fields of action in urban development and urban planning. It was awarded on 23.4.2021 on the occasion of the 40th anniversary of the German Urban Development Prize to contributions that had already been recognised with prizes and awards between 1980 and 2010. The judging of the special prize was very complex, as it had to cover a span of 30 years, i.e. a generation, of the achievements of German urban development that were considered outstanding at the time, and, in retrospect, it had to be based on robust, objective criteria that could adequately reflect the complexity of 30 years of urban development history and 30 years of urban development models.

Use calamity wood constructively
"The raw material wood is precious. It is therefore important to use it responsibly and in a way that conserves resources," warns Peter Aicher, Chairman of Holzbau Deutschland. Even if wood is affected by environmental influences or the bark beetle, it does not represent an inferior raw material, but has almost identical properties to conventional construction timber. "If the so-called 'calamity wood' has the same structural quality in terms of load-bearing capacity as conventional sawn timber, it can be used without restrictions," explains Aicher. In addition, the wood retains its important function as a CO2 sink, regardless of external impairments.

What does the EU's CO2 reduction target mean for the German energy transition?
In the context of the Green Deal, the EU's tightened targets on the path to climate neutrality envisage a reduction in CO2 emissions of 55% by 2030 and 100% by 2050. Against the background of these tightened parameters, the question arises as to the impact on the energy transition in Germany. Based on its energy system model REMod, Fraunhofer ISE has calculated the consequences of the new EU targets for the expansion of renewable energies in Germany and now presents the results in a short study.

Alliance for more climate protection in the construction sector: Federal government must address savings potential in construction and waste disposal
A broad alliance of actors from civil society, science, industry and practice is calling on the German government to promote the climate-friendly construction, maintenance and demolition of buildings. Up to now, only the use phase of buildings has been taken into account in state subsidies for buildings and in the Building Energy Act. There is a complete lack of specifications and consideration of the climate impact of building materials and the construction and disposal of buildings - despite the fact that the construction sector, with its upstream and downstream processes, contributes around 8 percent to German greenhouse gas emissions.

New Leipzig Charter between aspiration and reality
On the occasion of the meeting of the EU Ministers for Urban Development and Territorial Cohesion on the "New Leipzig Charter", Daniela Wagner, Spokesperson for Urban Development of the Alliance 90/The Greens in the German Bundestag, explains:
We welcome the "New Leipzig Charter". Without the transformational power of cities and the ideas and energy of their inhabitants, we will not be able to meet the challenges of the climate crisis. Nevertheless, the Charter contains considerable gaps. The guiding principle of the resilient city is missing. The development of robust and resilient cities is important in order to better assess risks and to be able to recognise and prevent dangers in good time. Nor is the model of the healthy city mentioned - despite the heat waves caused by the climate crisis, a never-ending stream of air pollutants from fossil combustion engines and the current challenge of a global pandemic.

Around 60 percent of the resources used in Berlin are processed in the construction industry. This contrasts with millions of tonnes of building rubble and construction site waste. Every year, 2.2 million tons of primary raw materials are already saved in civil engineering and building construction in Berlin through the use of quality-assured secondary raw materials. But Berlin does not intend to stop there. By 2030, a further 1.4 million tonnes of primary materials are to be replaced by secondary raw materials each year.

Höfken: "Withdraw capital from fossil sectors - invest in green technologies of the future".
"To be climate neutral by 2050, we not only need to make additional investments in green and innovative technologies of the future. Above all, we also need a shift from existing investments in 'brown' raw materials such as coal, oil and gas to 'green' climate-friendly technologies. The phase-out of fossil fuels must be global and rapid, in line with the goals of the World Climate Conference. Only in this way can we realistically achieve the climate protection goals. Churches, municipalities and also companies are setting new standards here and demonstrating the feasibility of the changeover in both ecological and economic terms," said Environment Minister Ulrike Höfken today at the event "Divestment and Sustainable Finance", which took place during the Climate Protection Weeks in Rhineland-Palatinate.

TRASIQ 2: Transformative strategies for integrated neighbourhood development
Since April 2020, the Öko-Institut has been conducting research into how urban neighbourhoods can be sustainably transformed, using two neighbourhoods in the swarming city of Darmstadt as examples, in the project Transformative Strategies for Integrated Neighbourhood Development (TRASIQ 2). The Federal Ministry of Education and Research is funding the project, which is led by the Öko-Institut and involves the City of Darmstadt, the Institute for Regional and Urban Development Research (ILS) and the "Team Ewen" agency.
Mobility, heat and living space
The project focuses on the research topics of mobility, heat supply and efficient use of living space. Heat supply is an important key to climate-friendly living. How and where, for example, can district heating be expanded in existing properties? How can we increase the share of renewable energies in the heat supply? The size of the living space also contributes to how environmentally friendly a person lives. What needs to be done to ensure that people have the living space they need in their particular phase of life through intelligent apartment swaps? How can neighbourhoods be redesigned so that residents can organise their mobility ecologically?

German Council for Sustainable Development calls for a change of course instead of a readjustment of the German Sustainability Strategy
"In key policy areas, it is not enough to take additional steps; instead, a fundamental transformation must be initiated - the Federal Government recognises this with its dialogue version of the German Sustainability Strategy. The momentum for this transformation is now, and it needs tailwind from all ministries," explained Dr. Werner SchnappaufChairman of the German Council for Sustainable Development (RNE). "The version of the dialogue brings important innovations that will allow the policies of the coming years to be more closely aligned with the guiding principle of sustainability. The designation of transformation areas such as the energy and transport transition or the transition to a circular economy is an important step forward. At the same time, we believe that there is still room for improvement in some areas," said Schnappauf.

In order to significantly limit the global effects of climate change, the emission of greenhouse gases on earth must be drastically reduced. The agreement reached by the international community in Paris in 2015 sets the goal of limiting global warming to well below 2 degrees Celsius, but preferably to 1.5 degrees Celsius. Now, the Wuppertal Institute presented a study with possible cornerstones that can help to achieve the 1.5 degree target by 2035. The study shows that a climate-neutral energy system by 2035 is very ambitious, but in principle feasible, provided that all possible strategies from today's perspective are bundled. This requires, above all, bringing forward and intensifying measures that are described in many studies as necessary to achieve greenhouse gas neutrality by 2050.

14 million additional euros for solar energy in RLP
"Solar energy is a fundamental pillar of the energy transition. In order to further support this and to achieve our goal - a complete power supply from renewable energies by 2030 - we are further expanding our successful solar offensive: In addition to expanding the solar storage programme, which is in high demand, we are currently developing a solar register for Rhineland-Palatinate. In addition, we will also promote solar carports, balcony plug-in modules, wall boxes or agro-PV projects in the future," announced Environment and Energy Minister Ulrike Höfken during the event under the motto "Solar Offensive Rhineland-Palatinate: Investments for Climate and Economy" as part of the series "Wednesdays at the MUEEF" in Mainz today. Together with guests from the solar industry, nature conservation and citizen energy, she discussed the opportunities of solar energy for the state, for example through the economic factor of the Solar Offensive or cooperative PV projects.

BBSR publication "Social Mix and Good Neighbourhoods in Newly Developed Neighbourhoods".
The Institute for Urban Planning and Social Research WEEBER+PARTNER (Stuttgart) examined 16 case studies and interviewed responsible persons in municipal, cooperative and private housing companies. The projects are characterized by a wide range of planning and construction approaches. According to the study, social diversity requires structural diversity: Rental, social and owner-occupied apartments of different sizes and with diverse layouts were created in the new housing quarters. They are socially mixed - even within buildings - with the respective proportions in the neighbourhood being derived from local requirements. The new quarters also offer space for communal forms of living, for example for older people and those in need of care. And they are characterised by an attractively designed and green residential environment. Concept awards promote the planning and implementation of such projects: Through them, plots of land are not allocated according to the highest price, but for the best concept.

BBSR publication on concept awards in neighbourhoods
Conceptual procedures are increasingly establishing themselves as a further instrument of municipal land policy for locations with development potential. Here, the property is not allocated according to the highest price, but according to the concept that promises the most sustainable approaches to the further development of the neighbourhood. In this way, the procedures offer municipalities approaches to solving two current and urgent problems: the need for high-quality urban development and affordable housing.

World's largest solar heating plant in China
Solarserver reports on the world's largest solar heating plant, which has been in operation in China since 2016. It consists of parabolic trough collectors.
On the roof of a XuChen factory hall next to the company headquarters, there are 22,000 m2 collector area, a further 71,000 m2 collector area are implemented as ground-mounted systems. Together they deliver an output of 65 MWth. With concentrating collectors, it would thus be the largest solar heating plant of its kind. An even larger one is the Danish Silkeborg plant (110 MWth)which, however, is equipped with a different collector technology.
By way of comparison, the largest German solar thermal plant supplying a housing estate, neighbourhood or district currently has just 14,800 m².

Hydrogen strategy: EU must end subsidies for fossil fuels
Hydrogen is an important alternative for sectors stuck in the fossil fuel economy. As national governments and European parliamentarians negotiate the EU's hydrogen strategy, EASAC issues a new commentary. "Hydrogen can help reduce our dependence on fossil fuels," says William Gillett, director of EASAC's energy programme. "But the climate benefits are limited if we use fossil fuels to produce it - even with carbon capture and storage. The EU must put an end to fossil fuel subsidies. The fast-growing demand for hydrogen must be met by a massive increase in renewable electricity generation, along with certified imports from third countries."

Video (2020) Federal Award for Environment & Building for the WIR quarter in Berlin
Rationale: "The WIR neighbourhood in Berlin is characterised not only by its high energy efficiency (KfW 40 standard) and the use of wood as a renewable raw material for the building structure, but also by the collaborative planning process, which led to different housing concepts and the integration of different social communities. Common areas and community facilities such as a residents' workshop, swimming pool, neighbourhood square and daycare centre, facilitate a lively and diverse neighbourhood. This also includes a dementia residential community as well as sponsors for youth work and refugee groups. The five apartment buildings were built with a timber frame construction and the façade in timber panel construction. This created flexible floor plans that offer good conversion possibilities."

Results of the Construction Ministers Conference 2020 in Weimar
At their meeting in Weimar on 24 and 25 September, the building ministers of the federal states adopted resolutions on social housing, the use of ecological building materials and the digitalisation of the building permit procedure.
The EU's plan to become involved in the area of public housing promotion within the framework of the new "InvestEU" fund was critically assessed. The Federal Government was therefore called upon to advocate a modification of the programme so that subsidies are only granted if the provisions of regional, national or federal subsidy regimes are observed, in particular if a rent and occupancy obligation is provided for. The Chairman of the Conference of Building Ministers, Thuringia's Infrastructure Minister Benjamin-Immanuel Hoff, said: "It remains an important task to create affordable housing in Germany. The federal government must continue to provide at least the same level of funding. To make faster progress, we would need more money in the system. The EU's commitment is therefore to be welcomed in principle. But we must ensure that the money also reaches social housing, and we agree that this can best be done through the established funding programmes of the Länder."

New climate target: EU Commission proposes 55 percent reduction in emissions by 2030
As stated by EU Commission President Ursula von der Leyen in her State of the Union address announced, the European Commission today (Thursday) proposed that EU greenhouse gas emissions should fall by at least 55 percent by 2030 compared to 1990 levels. The previous target was 40 percent. The new target is based on a comprehensive impact assessment of the social, economic and environmental consequences. This shows that 55 percent less emissions is realistic and feasible. The new climate target will help support Europe's economic recovery from the coronavirus pandemic. It also demonstrates the EU's global leadership in the run-up to the next UN climate conference (COP26).

PV additions: Nuremberg and Hanover are ahead!
Good news for the PV industry: The solar cap will be abolished and solar expansion will be further promoted. The photovoltaic potential in Germany is enormous - especially when it comes to using roof space on new buildings. The new LichtBlick SolarCheck now shows in detail how well the 14 largest German cities are currently exploiting this potential. Enormous differences are revealed: While Nuremberg (49.1%) and Hanover (46.8%) exploit almost half of their potential, Munich and Düsseldorf do not even reach the 10 percent hurdle. The absolute taillight: the Hanseatic city of Hamburg with only 7.2 percent - one more reason for the solar obligation for new buildings planned by the mayor's office.

BUND: Climate crisis accelerates man-made water crisis
June 20 is the beginning of summer and in many places drought and low water levels in the rivers are already the order of the day, the waters in Germany are not equipped against the effects of climate change. In view of the devastating conditions of many waters in Germany, BUND demands a paradigm shift in the way we deal with our waters: The overriding principle in times of climate change must be to keep water in the landscape and return streams and rivers to their natural dynamics within their floodplains. Only just under eight percent of rivers and streams in Germany achieve the good ecological status required by the European Water Framework Directive. Almost 40 percent of surface waters across Europe are polluted by a variety of stressors such as climate change, nutrient inputs from agriculture or straightening. "We continue to heat up the earth, at the same time we drain the landscape. That's why it's no surprise that our local waters are doing so badly," stresses Olaf Bandt, Chairman of BUND, referring to a recent evaluation by BUND on the effects of climate change on water bodies.

Bundestag passes new building energy law
On 18 June 2020, the German Bundestag passed the Building Energy Act (GEG) in its third reading. With this law, the federal government is combining the existing requirements of the Energy Saving Ordinance (EnEV), the Renewable Energies Heat Act (EEWärmeG) and the Energy Saving Act (EnEG). For the information programme Zukunft Altbau (Future of Old Buildings), which is supported by the Baden-Württemberg Ministry of the Environment, the specifications of the new law are not ambitious enough. To bring climate-friendly building and renovation nationwide on the way is not possible in the future. "The legislator has missed it to introduce more demanding standards," says Frank Hettler of Zukunft Altbau. "For a sustainable building stock in Germany, however, these are urgently needed to achieve the climate targets." The GEG will now be forwarded to the Bundesrat, which, however, does not require approval, and is expected to come into force by the end of the year.

Two resource efficiency programmes of the Federal Government could not prevent the German consumption of raw materials from continuing to rise. 280,000 photovoltaic systems turn the sun into electricity in NRW
The use of solar energy is an important pillar in the energy mix of the future and for the concrete implementation of the energy transition. At the end of 2019, around 1.8 million solar power systems with an output of 49,873 megawatt peak (MWp) were installed across Germany. With around 45 billion kWh of climate-friendly electricity, these accounted for a share of just under eight percent of German electricity generation. This amount is mathematically sufficient to supply 12.8 million households with electrical energy for a year. The approximately 280,000 turbines installed in NRW had an output of around 5,300 megawatt peak.

Post-Corona Study: Green Marshall Plan for Germany
A study by the Forum for an Ecological-Social Market Economy on behalf of Greenpeace (March 2020).
As a result of the Corona crisis, the state will implement emergency aid and far-reaching stimulus measures of historic proportions. While the focus is on health and short-term support for workers and businesses, the mistakes of past economic crises must not be repeated. The planned aid for an economic reboot can set the course for the necessary transformation. A number of examples illustrate how short-term economic support can be reconciled with long-term social priorities.

New domain: "sdg21.eu" instead of "siedlungen.eu".
As of today, the web database for sustainable settlements and neighbourhoods can be accessed under the domain "sdg21.eu". The previous domains www.siedlungen.eu, www.holzbausiedlungen.de and their subdomains are still active and lead directly to the respective contents.
Why the move to sdg21.eu?
There is a content-related and a practical reason for this. The practical reason is the somewhat shorter spelling, but also that it is easier to pronounce.
The reason for this is that this website is not only about settlements, as www.siedlungen.eu would suggest, but increasingly also about urban districts. There are not as many urban quarters with more far-reaching sustainability concepts as there are sustainable settlements or eco-settlements. However, the urban structure of mixed-use neighbourhoods, in the best case scenario, and the significantly lower land consumption in most cases for the same usable area, is in itself a significant contribution to sustainable development. Mixed-use neighbourhoods are conceptually ideally suited to organising everyday mobility without private cars and are an established and proven method of creating affordable housing in the city.
In order to be able to communicate this topic more directly, there is now an additional access within the sdg21.web database via the URL www.quartiere.net. This link will directly display Sustainable Urban Neighborhoods.

"Climate neutrality in urban neighbourhoods" in the issue "Ökologisches Wirtschaften 3/2019".
Research has identified neighbourhoods as an important level of action for climate protection. For this reason, the BMBF, BMU and Federal Ministries of Construction and Transport have funded several research projects on sustainable neighbourhoods, which are now being processed. The consensus of the research projects presented and the funding bodies is that "it is important to economically research neighbourhood concepts for a climate-friendly heat and power supply as well as an environmentally friendly mobility offer" and "to sensibly link the individual elements in the sense of a functioning sector coupling.
The focus articles of the issue "Ökologisches Wirtschaften 3/2019" show on the one hand the potentials of the neighbourhood approach for the implementation of climate protection measures, but also present best practice examples and discuss the feasibility in practice.

Berlin Senate adopts "Solarcity Master Plan
From the March 10, 2020 meeting of the Senate:
The Senate today adopted a comprehensive catalogue of measures to accelerate the expansion of solar energy in Berlin, based on a proposal by Ramona Pop, Senator for Economic Affairs, Energy and Industry.
Senator Pop: "The potential study for the Solarcity master plan has shown that we can harvest 25 percent of electricity generation with solar energy from the roofs of Berlin. To achieve this, we must accelerate the expansion of solar energy in the city. It is necessary for the federal government to finally improve the legal framework for solar energy in cities. Nevertheless, we want to actively use the existing leeway at the state level. With the Solarcity Master Plan, we will expand information and advice, set incentives and also examine regulatory instruments. The implementation of the Solarcity Master Plan is a joint task for the Senate, but also for all Berlin stakeholders from business and society."

Economists call for more public housing
The federal government can give new impetus to public housing construction in Germany in the short term and thus help to ease the acute housing shortage in many major cities. The key to this is three federally owned companies that provide flexible support to Länder and municipalities in the development of construction projects and the construction of new housing: First, a consulting company that provides planning capacity to cities and municipalities. Second, a land fund that provides financial and conceptual assistance to municipalities nationwide in acquiring building land and financing infrastructure. Third, an investment company that strengthens the equity of municipal housing companies through financial participation. This is shown by Prof. Dr. Sebastian Dullien, Scientific Director of the Macroeconomic Policy Institute (IMK) of the Hans Böckler Foundation and Prof. Dr. Tom Krebs of the University of Mannheim in a new concept for a federal initiative "Future Housing".

Number of electric cars increases worldwide from 5.6 to 7.9 million
More new registrations, growth rate weakened / German manufacturers in 5th and 6th place
In 2019, the number of electric cars worldwide rose to around 7.9 million - an increase of 2.3 million compared to the previous year. The number of new registrations once again reached an all-time high, but grew only slightly compared to 2018. With a total of 3.8 million e-cars, China remains the undisputed global leader. It is followed by the USA with just under 1.5 million. The growth rate of new registrations declined in these two countries in particular. In Germany, on the other hand, the market continued to develop positively, albeit at a lower level: here, just under 231,000 electric vehicles were rolling along the roads at the end of 2019. The new figures come from a recent survey by the Centre for Solar Energy and Hydrogen Research Baden-Württemberg (ZSW). According to the researchers, Tesla recorded the most new registrations worldwide in 2019, with 361,000. German manufacturers continued to improve on the previous year: BMW is in fifth place worldwide with 114,500 electric cars. VW reaches sixth place.

BIG sets new standard for sustainable real estate development
Since 1 January 2020, all new buildings and general renovations of the BIG Group have been subject to the Group-wide mandatory minimum sustainable standard.
The BIG minimum standard goes beyond the legal requirements and ensures that all projects of BIG and its subsidiary ARE achieve the klimaaktiv SILVER standard in any case.
The sustainable minimum standard of the Bundesimmobiliengesellschaft (BIG) is a catalogue of criteria that must already be taken into account in the planning process of buildings. This makes the implementation of 43 measures of the BIG Holistic Building Program (HBP)* and the achievement of at least 750 klimaaktiv points mandatory for all new construction and general refurbishment projects for which a plan invention procedure will be carried out from 2020.
By implementing the minimum standard, CO2 emission levels will be significantly reduced, climate-damaging building materials will be avoided and the phase-out of fossil fuels will be accelerated.

Buildings with wood as a construction material can become a global CO2 sink
27.01.2020 A material revolution that replaces cement and steel with wood in urban construction can have double benefits for climate stabilization. This is now shown in a study by an international team of scientists. First, it can avoid greenhouse gas emissions from cement and steel production. Secondly, it can turn buildings into carbon sinks, since in the construction timber the CO2 is stored. Although the required amount of wood is theoretically available, such an expansion would require very careful sustainable forest management, the authors emphasize.

This week, the German cabinet plans to adopt the draft bill on the coal phase-out law. However, the roadmap for the shutdown of coal-fired power plants that is to be voted on deviates in several places from the coal compromise reached last year. The Solar Cluster Baden-Württemberg points this out and demands considerable improvements. According to the draft law, carbon dioxide emissions will be reduced significantly less than agreed in the first ten years: By 2030, only five gigawatts instead of 20 gigawatts of power are to be switched off. In addition, the number of CO2 allowances will not fall to the same extent as coal-fired power generation.

European Environment Agency State of the Environment 2020 Report
While European environmental and climate policies have helped to improve the state of the environment in recent decades, progress has been insufficient and the outlook for the environment over the next decade is bleak, according to the report "The Environment in Europe - State and Outlook 2020en (SOER 2020)" is not positive.
The SOER 2020 is the most comprehensive environmental assessment ever undertaken for Europe. It provides an unsparing snapshot of Europe's position with regard to achieving the 2020 and 2030 policy targets, as well as the longer-term 2050 targets and ambitions for a shift towards a sustainable, low-carbon future. The report points out that Europe has already made significant progress in mitigating climate change by reducing greenhouse gas emissions over the past two decades. There are also signs of progress in other areas. Examples include tackling air and water pollution, new strategies to tackle plastic waste, progress on adaptation to climate change and in the areas of circular economy and bioeconomy. In addition, the EU Sustainable Finance Initiative addresses for the first time the role of the financial sector in the necessary transformation towards a sustainable future.

Grenzach-Wyhlen, December 5, 2019. Hydrogen production in Grenzach-Wyhlen in Baden-Württemberg can start. Energiedienst today received approval for the operation of the power-to-gas plant. All technical verifications and official clarifications have now been fulfilled.
In the state-of-the-art plant, Energiedienst produces hydrogen from self-generated green electricity using electrolysis. The electricity comes from the company's own hydroelectric power plant on the same site. The environmentally friendly hydrogen will initially be used in nearby industry. It is also planned to use it in local public transport. A comprehensive concept also envisages that the waste heat generated during electrolysis will be used to heat a new residential area. By linking electricity, mobility and heat supply in this way - keyword: sector coupling - the plant should help to reduce CO2 emissions and support the energy transition.

Hamburg's new climate plan and new climate protection law
Senate adopts concrete measures for the next ten years and sets new CO2-targets for 2030 and 2050
December 3, 2019. Today, the Senate has set two decisive courses to achieve Hamburg's climate goals with an update of its climate plan and a new climate protection law. CO2 emissions are to fall by 55 percent by 2030, and Hamburg is to become climate-neutral by 2050. The climate plan describes the responsibility and the respective CO2 reduction targets in the sectors "transport", "private households", "trade, services, commerce" and "industry". It contains a large number of concrete measures which are to lead to the necessary reduction of CO2 emissions by 2030. The draft of the new climate protection law creates a binding legal framework for this.

EU to trigger €4 trillion in climate change investment
1 trillion to be invested by the EU
According to the head of the EIB (European Investment Bank), Werner Hoyer, it is realistic to invest one trillion euros for climate protection within 10 years. In an interview with Der Spiegel, Hoyer said: "If we want to achieve our climate protection goals, we're no longer talking about billions, but trillions of euros" and "We can handle that." EU Commission President Ursula von der Leyen had named the climate protection target when she took office. Hoyer assumes that 1 trillion euro EU climate protection measures will trigger investments totalling 4 trillion euro.

Bavaria could cover its electricity needs with renewables on a balance sheet basis
Decentrally generated electricity from renewable energies can cover the demand for electrical energy in Bavaria both in balance and in perspective. This is the result of a joint study by the grid operators Bayernwerk Netz GmbH (Bayernwerk), LEW Verteilnetz GmbH (LVN) and Main-Donau Netzgesellschaft. The Bavarian power grid operators have analysed which development paths are possible for Bavaria with regard to renewable power generation and whether climate neutrality can be achieved in the power sector. The grid operators received scientific support from the Forschungsstelle für Energiewirtschaft e.V. (Research Centre for Energy Economics).

"Alliance for Modern Mobility"
21.11.2019. Today, the Federal Ministry of Transport, together with the federal states and local authorities, is establishing an alliance for modern mobility. The aim is to create more space for environmentally friendly means of transport.
This also includes the rapid expansion of cycling in accordance with the climate package of the Federal Government. The bicycle club ADFC is represented with a keynote speech. ADFC Federal Executive Director Burkhard Stork assures mayors of full support in the expected land conflicts.
ADFC National Director Burkhard Stork said in the run-up to the event: „From 2020, for the first time there will be real money from the federal government to finance high-quality cycle path networks, cycle bridges and cycle parking facilities in the municipalities. To make sure that this money gets to the roads quickly, mayors and their administrations must start planning now - and build really good cycle paths from 2021 at the latest. As everywhere else in the world, there will be conflicts when it comes to redistributing road space. This is where it is important to show attitude and leadership, dear mayors. The ADFC, with its more than 450 branches nationwide, will strengthen you in this!"

89% of citizens want renewables
Hardly any other topic has been as prominent in recent months as climate protection. A major building block in stopping man-made climate change is the implementation of the energy turnaround. "Renewable energies can contribute a great deal to reducing greenhouse gas emissions in Germany, in the electricity, transport and heating sectors," says Dr. Robert Brandt, Managing Director of the Agency for Renewable Energies (AEE). "The German population knows how important renewables are for this. Our new acceptance survey shows that people want the energy transition."
In the current representative survey of the Agency for Renewable Energies (AEE), which was conducted by the opinion research institute YouGov*, nine out of ten citizens (89 percent) are in favour of greater use of renewable energies in Germany. 66 percent even stated that the increased use and expansion of renewable energies was very and extremely important.

#CyclistsForFuture demand: Fewer cars + more space for bikes
The ADFC cycling club is a supporter of the Fridays For Future movement's global climate strike and is calling on all cycling sympathisers, members, supporters and regional groups to take part in the strike from 20 September.
According to the ADFC, the climate goals can only be achieved with a traffic turnaround in favor of car alternatives and a tripling of cycling. Groups of ADFC and Fridays For Future are planning joint actions in numerous cities.
Rebecca Peter's, ADFC deputy federal chairwoman, said: „The transport sector has so far not contributed at all to achieving the climate and sustainability goals. On the contrary, our cities are becoming more and more crowded, stressful, dangerous and dirty. However, climate-friendly mobility does not mean joining forces now to put 47 million e-cars on the roads and continuing to provide every conceivable incentive for people to travel even absurdly short distances by car. We need highly attractive offers for cycling and walking in combination with a top-developed public transport system - and much less car traffic to secure the quality of life in cities and the countryside!"

Tour of Europe's largest timber construction settlement
The ecological model settlement in Prinz Eugen Park in Munich, currently the largest contiguous timber construction settlement in Europe, was presented. The Holzbaunetzwerk München organized a guided tour through the ecological model settlement in Prinz Eugen Park in Munich on 24.05.2019. In 2009, on the initiative of the Green Party, the City Council of the City of Munich decided to build an ecological model settlement with 600 apartments in timber construction in the new district on the site of the former Prinz Eugen barracks in Bogenhausen. Based on the urban design by GSP Architects with Rainer Schmidt Landscape Architects, eight developers, the municipal housing associations GEWOFAG and GWG München, building communities and building cooperatives have developed timber construction projects ranging from atrium houses to seven-storey residential buildings. Today, all projects are under construction and some will be completed this year.

Eifel National Park receives final recognition as International Star Park
Schleiden-Gemünd / Nettersheim, 05.04.2019. Experiencing the starry sky at night with twinkling celestial bodies is a special experience for many people that is now only possible in a few places in Germany - one of these places is the Eifel National Park. Since 2010, a regional initiative has been successfully campaigning for the protection of the night sky and the preservation of the natural night landscape - in 2014, this was followed by the provisional designation as the first "International Dark Sky Park" in Germany. Now this initiative can look forward to the final recognition as International Star Park Eifel National Park. The designation as a protected area of the International Dark Sky Association (IDA) is a predicate with which few regions worldwide can advertise themselves, in Germany there are only four. For the Eifel National Park, which turned 15 this year, this recognition is a nice "birthday present".

First power-to-gas plant in a residential complex
Augsburg, 22.02.19: Together with partner company EXYTRON, Stadtwerke Augsburg (swa) has installed and commissioned the world's first decentralised power-to-gas plant in an existing residential complex. This enables a challenge of the energy transition to be mastered: surplus, regeneratively generated electricity is converted into synthetic natural gas and can thus be stored on site. Combustion then takes place in a commercially available combined heat and power plant and condensing boilers. In this way, over 180 residents in 70 apartments in the residential complex of the Augsburg housing group, which has existed since 1974, are supplied with climate-friendly electricity and heat.

Video (2018) "Factor X Settlement Inden Seeviertel"
2:33 min 12/17/2018 |
The construction sector is one of the biggest consumers of resources in Germany. With the "Seeviertel" new housing development, the municipality of Inden in the Rhenish lignite mining region, together with RWE Power, the Aachen-based Kathy Beys Foundation and the development company indeland GmbH, has set itself the goal of halving resource consumption. As the first settlement of its kind in Germany, the Seeviertel demonstrates how energy efficiency and resource conservation can be integrated into neighbourhood development right from the ground-breaking ceremony.

DGNB launches procedure for the recognition of product labels in the certification process
Building products play an important role in the sustainability certification of buildings. After all, a large number of the criteria to be considered relate to their quality characteristics. To reduce the complexity of the necessary information, product labels can be helpful as independent proof of quality. With the new 2018 version of its certification system, the German Sustainable Building Council (DGNB) is introducing a procedure for the recognition of such product labels for the first time. For this, label providers must meet a number of requirements. Recognition can be based on three criteria within the DGNB system: responsible resource extraction, the avoidance of harmful and risky substances, and deconstruction and recycling friendliness. The first standards recognised by the DGNB are CSC, FSC, WOOD FROM HERE, Indoor Air Comfort Gold, PEFC and WiN=WiN Fair Stone.

Hamburg's largest timber house celebrates topping-out ceremony
In Hamburg-Wilhelmsburg, the city's largest wooden house celebrated its topping-out ceremony on Thursday. The six floors consist of 371 pre-assembled wooden modules that are stacked on top of each other. The individual modules weigh more than nine tons and are virtually ready-made student apartments, including bathroom, kitchenette and bed. Only the foundation and staircases are made of concrete. "The construction could revolutionize the way residential buildings are built," said developer Torsten Rickmann at the topping-out ceremony on Thursday. The dormitory should be ready for occupancy as early as the winter semester. A furnished apartment will cost 500 euros warm rent per month. The first students are expected to move in as early as October 1.
